Meet Our Team

 Millicent Hamilton-Hazeley

Managing Director, Solicitor, England and Wales
 
The Managing Director and founder of CLAS Legal, Ms. Hamilton-Hazeley is a UK qualified solicitor, Double Honours LL.B graduate of Keele University and a French Licence graduate of the University Of Montpellier Faculty Of Law, France. She acquired her legal training in corporate finance at the UK top City Firm of Hammonds where she worked in their London, Birmingham and Paris offices in finance, asset deals and projects with clients such as Compass, WPP Group, GE Capital, Geopost Group, Royal Bank of Scotland and Barclays Bank. She was schooled in Sierra Leone, Germany, France and the United Kingdom and speaks four different languages. She has been Legal Counsel to the Ministry of Energy and Power for corporate and project finance matters and has recently been appointed as a technical member of the National ICT Advisory Council by His Excellency the President. She is also recognised as a National Expert on Regulatory issues by the International Telecommunications Union (ITU), the Economic Community of West African States (ECOWAS) and the West African Telecoms Regulatory Assembly (WATRA). She also has a keen interest in international trade issues and is an official member of the Sierra Leone National Coordinating Committee on Trade. She also presides as Council Member on the Sierra Leone Chamber of Commerce, Industry and Agriculture where she represents the Chamber/private sector on EPA negotiations with the EU and has been pioneering the Chamber's Arbitration/ADR Centre project.
  
 
Lisa Curtis
Public/Private Sector Restructuring
 
Ms. Curtis is an Oxford graduate who brings to CLAS many years experience of promoting investment around the world. Her particular expertise is in the restructuring and divestiture of public enterprises, and in developing innovative investment and financing structures to mobilise debt and equity finance, particularly in developing countries. She has advised both buyers and governments in numerous privatisations. Her sectoral experience covers telecommunication firms, electricity enterprises, state own enterprises and agribusiness, social sector (health and population) and transport undertakings. Most recently she has worked as Private Sector Development Adviser for both DFID and the World Bank's Foreign Investment Advisory Service to improve Sierra Leone's investment climate and promote new broad-based growth and investment.
 
Dandyson Thomson Esq.
Barrister of the High Court of Sierra Leone
 
A senior legal adviser to CLAS Legal, Mr. Thompson Esq. holds a B.A. (Hons.) English Language and Literature and an LLB (Hons) from the University of Sierra Leone and an LLM (Legislative Drafting) from the University of the West Indies, Cave Hill Campus, Barbados. He is a qualified Barrister of the High Court of Sierra Leone and is certified in legal aspects of debt negotiations and renegotiation and the drafting of specific clauses in loan agreements. He has worked for many years as senior parliamentary counsel to the Ministry of Justice and has vast experience in the area of legislative drafting. He also tutors at the Sierra Leone Law School on the construction of legal documents and legislative drafting.
 
 
Christian Carrier
Senior Telecoms Expert
 
Mr. Carrier, formerly an engineer in the Research Centre of French PTT in Computer Aided Design (1968 – 1974), Forecasting and Network planning (1974 to 1982). He contributed to several ITU handbooks on forecasting and planning. A former manager in France Telecom (Planning, Engineering, Operations), he has also been a Director of France Telecom Martinique (1992-1995) and Deputy General Manager of the KSO Sumatra, a joint venture between France Telecom and PT Telkom of Indonesia. He retired from France Telecom in 1998 and became an ITU expert in telecommunications. As a consultant he has carried out many missions of technical assistance for African countries and delivered ITU workshops on business management and telecommunications regulation. At CLAS, Christian has developed expertise in number portability fomulation for Sierra Leone and the Democratic Republic of Congo. His present focus is on converged technologies in the restructuring of the telecommunication sector, the development of business models to assess profitability and in monitoring performance and quality of service for regulators.
 
Reginald Thomas
Telecoms Regulation Specialist
 
Mr. Reginald Thomas is a consultant technical adviser to CLAS with a BA General degree from the University of Sierra Leone and a Master of Public Sector Management from the Ghana Institute of Management and Public Administration (GIMPA). Mr. Thomas brings to CLAS vast knowledge in Telecommunications Regulation, having been the deputy secretary at the Ministry of Transport and Communication for a good number of years. He is versed in the ITU model for calculations of Costs, Tariffs and Rates for telephone service (COSITU), the creation of Numbering Plans in Africa and Interconnection. He has been responsible for the introduction of related legislations such as the National Telecommunications Commission Act, the Civil Aviation Authority Act and Civil Aviation Regulations.
 
Sarah Lewis
International Relations/Public Relations
 
Ms. Lewis is a consultant technical adviser to CLAS Legal on Public Administration matters. She has over 30 years of work experience in Public Administration and international diplomacy. She has been a member of the Task Force for Preparation of the local Government Acts 2004 and Former Chief Administrator of the City Council. She has also worked as Justice Sector Coordinator implementing the DFID funded Justice Sector Reform Strategy and Investment Plan 2008-2010, Administrative Protocol, Office of the President, Deputy Head of Economic Division, Ministry of Foreign Affairs, Director of the Ministry of Foreign Affairs, Consular Division, Deputy Head of Mission and Head of Chancery, Sierra Leone Embassy, Bonn, Germany. 
 
 
Cyril Juxon-Smith
Media Communications/Public Relations
 
Mr. Juxon-Smith is a consultant media and public relations adviser to CLAS Legal. He holds a Diploma in Journalism from the International Institute of Journalism (IIJB) Berlin, Germany. Mr. Juxon- Smith has vast experience in the field of media communication, having worked as a Broadcast Presenter and Presidential Media Aide to His Excellency the President of Sierra Leone. He also has work experience as a Consultant to Ducor Television (DCTV), Liberia, Acting Director-General of the Sierra Leone Broadcasting Services and as the Public Relations Officer of the National Commission for Privatisation in Sierra Leone.
